Description

The Department of Veterans Affairs requires a contractor to furnish labor, supervision, tools, equipment, materials, consumables, transportation, and incidentals for preventive maintenance, testing, minor and major repairs, emergency response, transformer and breaker service, and annual load-bank testing of emergency power systems at the VA Service and Distribution Center, Building 37. The equipment includes five diesel generators ranging from 500 kW to 1,250 kW, associated automatic transfer switches, two high-voltage dry-type transformers, and utility-side breakers rated 200 amperes and above. The scope includes monthly generator and ATS maintenance, quarterly transformer inspections and cleaning, annual load-bank testing at 25%, 50%, and 75% load with a 60-minute 75% load hold, semiannual fuel, engine-oil, and coolant sampling with certified laboratory reports, minor repairs and routine consumables, and separately approved unscheduled repairs. Attachment C adds ATS checks including moisture and heat-deterioration inspections, simulated normal-power-failure testing with customer approval, current and voltage-drop measurements, infrared inspection of cable connections, tightening of connections, and controller-battery replacement. Emergency response standards require a one-hour telephone response and two-hour onsite arrival. Technicians must have at least five years of industrial generator and ATS maintenance experience, appropriate electrical licensing, and OEM training where required. The base period is one year with four one-year option periods, for a potential five-year term. The acquisition is a total set-aside for certified service-disabled veteran-owned small businesses, and the prime contractor must comply with the applicable limitations on subcontracting.
