Description
The Judiciary seeks providers to deliver therapeutic, supportive, and educational in-community services for court-referred or court-ordered minors ages 6–17 and young adults. Applicants may propose one or more service activities: anger management, diversion services, victim impact classes, and victim-offender reconciliation. Services are intended to support accountability, reduce recidivism, build socially appropriate skills, and provide alternatives to traditional juvenile and criminal justice processes. Providers must be capable of delivering services virtually when necessary and have written policies and procedures for using virtual platforms. The solicitation anticipates 25–75 placement slots and requests proposed funding based on the applicant’s estimated costs. Pricing structures include negotiated unit prices for anger management groups, victim impact classes, and victim-offender reconciliation, and a monthly fixed price for diversion services covering five clients plus a unit price for additional clients. The initial contract term is two years, with a possible two-year extension, subject to funding and satisfactory performance. Proposals must include detailed program, staffing, service-delivery, and financial information, including a recent financial audit or qualifying financial statement review.
