Description
The City of Shreveport, through the Shreveport Airport Authority, is seeking an experienced operator to manage and operate the public parking program at Shreveport Regional Airport 24 hours per day, seven days per week. The scope includes staffing, customer service, revenue collection and remittance, financial controls and reporting, cleaning, snow and ice removal, equipment maintenance, vehicle inventory, and transportation studies. The operator must propose, install, commission, manage, and maintain new parking technology, including pay stations, barrier arms, traffic signage, mobile and pay-by-plate payment options, reservations, text-to-pay, license plate recognition, CCTV, occupancy monitoring, and electric-vehicle charging spaces. The proposer must demonstrate at least five years of continuous public-parking experience, including operation of at least two airport parking facilities with annual gross revenue collections of at least $2 million each. The agreement has a seven-year base term with three mutually agreed one-year renewal options, and the anticipated commencement date is January 2027. Proposals must include a management and operating plan, revenue handling and remittance plan, five similar-project references, personnel qualifications, audited financial statements, a cost proposal, and the required affidavits and certifications.
