Description
The City of St. Louis Treasurer's Office seeks a manufacturer or authorized dealer to replace existing parking revenue-control equipment across nine parking facilities totaling approximately 4,819 parking spaces. The scope includes equipment, labor, materials, removal and disposal of existing equipment, minor infrastructure modifications, installation, integration, operations manuals, and training. Required and optional capabilities include ticket dispensers, gates, card readers, pay-on-foot stations, cashier stations, payment and validation systems, QR/barcode/proximity-card readers, remote pre-purchase, smartphone payments, RFID and tap-to-pay, web-accessible dashboards, open APIs, configurable user permissions, PCI DSS/CISP compliance, and ADA/ANSI compliance. The selected contractor must provide warranty coverage, ongoing maintenance, emergency repair response, maintenance-provider information, and optional additional warranty coverage. Proposals must include a service narrative, qualifications and related case studies, scope response, compliance information, an installation and integration timeline, at least three similar references from the past five years, detailed equipment and service pricing, and specified financial and compliance documentation. The solicitation also requires proof of manufacturer authorization when applicable and current PCI compliance documentation.
