Description
Los Alamos County is soliciting Phase 1 qualifications from teams consisting of a New Mexico-licensed engineer or architect and a New Mexico-licensed contractor to design and construct a bike park and associated amenities at the County-owned North Mesa Recreation Area. The project includes site assessment, soils and drainage analysis, grading and erosion control, preliminary and final design, public engagement, construction documents, and construction of bike-park features and amenities. Anticipated construction elements include pump-track and skills features, trails, berms, rollers, concrete or asphalt features, fencing, drainage and utility improvements, landscaping, shade structures, storage or rental facilities, water facilities, bike-repair stations, and related site furnishings. Designs must incorporate inclusive and adaptive-friendly features and comply with applicable safety, accessibility, ADA, universal-design, and inclusive-recreation requirements. Phase 1 responses will be evaluated on licenses, specialized bike-park and recreation-facility experience, technical competence, inclusive and adaptive-design experience, team capacity, past performance, and familiarity with the project area. The solicitation is a two-phase process: Phase 1 is a Request for Qualifications, and Phase 2 will be a Request for Proposals limited to shortlisted teams. The selected team must include a New Mexico-licensed engineer or architect and a New Mexico-licensed contractor; the general contractor must hold a valid New Mexico license at Phase 1 submission, while subcontractors may obtain applicable New Mexico licenses by Phase 2. Up to five teams may be shortlisted. Phase 1 responses must not include pricing. Addendum 5 confirms that future phases of the North Mesa Recreation Area Master Plan, if pursued, will be separate future solicitations.
