The U.S. Navy is soliciting multiple related copper-nickel alloy bar items for use in a crucial shipboard system. The updated requirement includes C71500 copper-nickel alloy rods under MIL-C-24679, including six-and-one-quarter-inch round material in the hot-forged condition, with applicable dimensional tolerances and packaging requirements. CLIN 0002AA has been removed, and vendors may offer on any or all remaining CLINs; awards may be made at the CLIN level and may result in multiple awards. The material is designated Special Emphasis, Level I, and requires strict quality controls, traceability, permanent and temporary marking, ultrasonic inspection of each bar, mechanical-property sampling, and chemical and mechanical certification. Contractors must maintain an ISO 9001 quality system or an acceptable alternate, provide inspection-system procedures before award unless waived because they are already on file, and submit certificates of compliance and test certifications. Certification data must be submitted through Wide Area Workflow to Portsmouth Naval Shipyard for review and acceptance before each shipment; no material may be shipped before acceptance. Inspection and acceptance occur at destination, and early and incremental delivery are permitted at no additional cost.
