Description
This is a pre-solicitation notice for Solicitation No. SPE1C1-26-R-0065, which covers the purchase of ACU coats and trousers. The acquisition will be issued in two lots, both as Total Small Business Set-Asides, for the manufacture and delivery of these items. Lot 1 includes ACU coats and trousers, with a combined minimum quantity of 121,760 EA/PR and a maximum quantity of 2,006,400 EA/PR over a 60-month term. Lot 2 includes ACU trousers, with a minimum quantity of 125,500 PR and a maximum quantity of 1,942,500 PR over the same 60-month term. Both lots will result in Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts, each with five 12-month performance periods. Key evaluation factors include Product Demonstration Models (PDM), Past Performance Confidence Assessment, Surge & Sustainment Capability Assessment Plan (CAP), and Proposed Price, with technical merit being more important than price. RFID at item, case, and pallet level will be required. Offerors must submit PDMs and a history of their experience/past performance from the last three years. All materials must be Berry Amendment compliant.
