Description
The United States Postal Service is seeking a contractor to replace roofing across areas B–Q of its main office and processing and distribution center. The work includes temporary interior protection; removal of the existing roof system down to the structural deck; inspection and necessary repairs to the deck and wood blocking; installation of underlayment, polyisocyanurate insulation, cover board, and a fully adhered PVC roofing system; and associated flashings and sealants. The base bid must include removal and replacement of 20,000 square feet of lightweight insulating concrete. Pricing is also requested for specified alternates and unit-price work, including a 20-year total system warranty option. The estimated project cost is $5 million to $6.5 million, and construction must be completed within 300 calendar days after receipt of the Notice to Proceed. Proposals are evaluated on technical merit and price. The technical evaluation includes eligibility, bonding information, financial condition and capability, supplier capability, and scored past performance. The selected contractor must be able to obtain 100% performance and payment bonds within seven calendar days of receiving a Notice of Intent to Award. A subcontracting plan and project-specific safety plan are required from the successful offeror before the Notice to Proceed; they are not proposal-stage submissions.
