Description
The Government of Prince Edward Island seeks one or more delivery agents to administer and deliver its Free Insulation Program across the province. Work includes contacting referred clients, assessing homes, recommending suitable insulation and related measures, preparing site-specific quotes for government approval, and completing approved installations. Eligible measures include attic, wall, basement, crawlspace, and exposed-floor insulation, as well as related air sealing and enabling work. The contractor must provide province-wide service, manage client scheduling and communications, maintain documentation and reporting, administer warranties, resolve deficiencies, and support quality assurance. Proposals must address the mandatory technical requirements and rated criteria, including relevant experience, delivery approach, staffing and subcontractor management, safety, quality controls, and sustainability. Approved subcontractors may be used, but the delivery agent remains accountable for the work. The agreement has an initial one-year term with three possible one-year extensions.
