Description
The City of Chicago is soliciting applications from qualified development teams to redevelop three City-owned parcels at 4200 S. Indiana Avenue, 4500–4514 S. Indiana Avenue, and 4823 S. Evans Avenue in the Grand Boulevard neighborhood as contemporary multifamily courtyard or corner buildings. The anticipated projects are approximately 20–40 units per site, with affordable housing obligations under the City's Affordable Requirements Ordinance and designs generally emphasizing courtyard layouts, natural light and ventilation, transit-oriented development, and efficient construction. Selected developers will be responsible for site planning, architectural design, financing, environmental due diligence and remediation, permitting and entitlements, community engagement, marketing or tenant efforts, infrastructure, construction, and ongoing site or infrastructure operations. Applicants must provide conceptual development proposals, demonstrate financial capacity and relevant experience, submit a detailed budget and financing plan, and make a purchase offer for the selected City-owned land. Applications must be submitted through the ChiBlockBuilder land-sale portal; the City expects selected teams to secure financing and permits for a 2027 land sale and to initiate vertical construction within 60 days after execution of a redevelopment agreement.
