Description
The selected firm will administer a Community Development Block Grant–Neighborhood Revitalization award and oversee reconstruction of eligible owner-occupied homes. Grant administration includes environmental review and release-of-funds documentation, compliance plans and records, eligibility verification, reporting and drawdown requests, coordination with stakeholders, monitoring support, and grant closeout. Construction oversight includes inspecting homes, preparing work write-ups, cost estimates and bid specifications, supporting the County’s separate procurement of licensed general contractors, reviewing payment applications, conducting progress and final inspections, and maintaining construction records. The administrator may not perform or hold the construction contract. The proposal must demonstrate experience administering more than one CDBG project and successful completion of at least two comparable housing rehabilitation or reconstruction projects. Proposals are evaluated on experience, staffing, capacity, approach, cost, and optional qualifying business-status documentation. The solicitation requests a proposal of no more than 25 pages, excluding resumes, licenses, and required forms; the stated grant award is $950,000, not a contract budget for these services.
