Description
The Portsmouth Naval Shipyard has a requirement for the re-installation and testing of CO2 Scrubbers, and testing for CO-H2 Burners. This requirement is being pursued as a sole source procurement because CEPEDA Associates is the Original Equipment Manufacturer (OEM) and possesses the proprietary data, drawings, equipment, and approved processes necessary to perform the work. The scope of work includes inspection, repairs, and testing of CO2 Scrubbers in accordance with Technical Manual NAVSEAS9515-A2-MMO-010 and HM&E Test Procedure, 515-10-3. Services may also be provided to monitor the CO2 Scrubbers' operation post-testing and address emergent deficiencies. Additionally, the contractor will perform tests on CO-H2 Burners installed on board in accordance with Technical Manual NAVSEAS9515-AR-MMA-010 and HM&E Test Procedures, 515-60515-11-3. Similar post-testing monitoring and deficiency adjudication services may be required for the CO-H2 Burners. The CO-H2 Scrubber repair and testing will be funded by FY26 O&MN Funds, while the CO-H2 Burner testing is an option to be funded by FY27 O&MN Funds. A Sources Sought Notice was posted on FedBizOps on March 9, 2026, but no other vendors demonstrated the capability to perform the requested services.
