Description
The Iowa Department of Public Defense (DPD) is seeking to purchase a multi-payload Unmanned Aerial Vehicle (UAV) or drone. The ideal UAV must support a 3-band camera, a thermal camera, a 4-band camera for thermal + RGB, or LiDAR capabilities. The camera and/or payloads must feature a quick-change mechanism for easy swapping. A list of individual payloads compatible with the UAV, along with their specifications and prices, must be provided. Key minimum specifications include: Multi-rotor (Quad/Hex/Octo) or VTOL airframe type with a maximum width of 36 inches. Storage dimensions should be less than or equal to operating dimensions. The UAV must have a minimum flight time of 25 minutes with payload and meet DOD/DPD requirements, including being purchased from the DOD approved Blue List. A list of acceptable manufacturers on the DOD blue list should be provided. The operating temperature range is 32°F to 122°F, and it must support GPS, GLONASS, Galileo, and BeiDou GNSS. A standalone controller with software and screen is required, with a minimum range of 3km capable of operating Beyond Visual Line of Sight (BVLOS). High accuracy GPS must be included and capable of utilizing the Iowa Statewide RTK correction signal via NTRIP. Additional requirements include on-site orientation training for a small group on setup and operation, mission planning software (like Pix4D or compatible), and four sets of battery packs to extend operating time without field charging. The cost should include the longest-lasting battery with a listed specification for average charging time. Future considerations include the ability to add a LiDAR payload in subsequent budget years. All proposed machines must comply with the Buy America Act and Section 889 of NDAA FY2019, and only products from manufacturers on the UAS Cleared List will be accepted. The DPD will select based on the lowest bid from products meeting these minimum specifications.
