Description
The Missile Defense Agency (MDA) is seeking industry solutions to develop and deliver a prototype Shipborne Phased Array Instrumentation Radar (SPAIR) system. This system will be integrated into a ship-based platform to collect data supporting MDA flight testing, including provisions for maritime operations and ship motion. The MDA is looking for proven technology bases with active production lines and a continuing sustainment infrastructure, prioritizing commercial/government-off-the-shelf (COTS/GOTS) technologies to accelerate delivery, reduce costs, and minimize risks. The procurement will be executed in two phases. Phase I involves competitively selecting offerors to develop a full design, including System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), and integration of the radar into the ship design. The MDA may request proposals for Phase II, which includes full prototype development, delivery, installation, integration, testing, and achievement of Initial Operational Capability (IOC)/Final Operational Capability (FOC) based on the Phase I design. Phase I is anticipated to be completed within 12 months, with the overall Phase I effort not exceeding 18 months and an estimated value of $60 million.
