Description

The Board of Trustees of the California State University, on behalf of California State Polytechnic University, Pomona, is requesting Statements of Qualifications from qualified general contractors for a Task Order-Construction Agreement for Multiple Projects Master Enabling Agreement. The selected contractor may provide design-build, collaborative progressive design-build, construction manager at risk, design, preconstruction, construction management, cost estimating, value engineering, scheduling, constructability review, quality assurance, permitting coordination, trade-contractor procurement, and construction services. Projects may include campus building, roofing, utility, electrical, housing, and specialty work. The agreement has a maximum total budget of $60,000,000, with no single project exceeding $15,000,000, and no minimum task-order or construction volume is guaranteed. Respondents must hold a California Class B contractor license, satisfy CSU and architect prequalification requirements, maintain Department of Industrial Relations public-works registration, and comply with prevailing-wage and skilled-and-trained-workforce requirements. The solicitation requires three percent Disabled Veteran Business Enterprise participation. The selection process begins with the SOQ phase and may proceed to an RFP phase for shortlisted firms; the SOQ must include organizational information, licenses and prequalification documentation, relevant project experience, references, team qualifications, DVBE experience, local experience, LEAN and integrated project-management experience, cost and schedule controls, and labor-compliance disclosures. A signed Skilled and Trained Workforce Agreement is required with the SOQ.
