Description
National Grid is soliciting non-wires alternative solutions for seven electric distribution locations in New York to provide load relief before planned capital upgrades. Eligible proposals may include front-of-the-meter or behind-the-meter distributed energy resources, energy storage, demand response, or aggregated resources. Solutions must provide at least 100 kW of load relief, support weekday and weekend availability, provide 24-hour response to dispatch notices, and meet a 95% guaranteed performance requirement. Real-time and scheduled service options are available; behind-the-meter resources co-located with retail load are ineligible for real-time service but may qualify for scheduled service. Bidders may propose solutions for one or more locations and years, including later need years, and may offer fixed annual pricing or availability and dispatch payments. Proposals must address interconnection, operational and metering requirements, charging and delivery costs, other-market participation, incentives, site-control plans, and applicable financial and technical information. The submission requires bidder qualification, asset portfolio information, pricing, and the completed Appendix C Offer Form through the Piclo Flex platform.
