Description
The City seeks a development partner for approximately 16,000 square feet of retail space wrapping the north and west sides of a planned four-level, 450-space parking garage. Proposals may offer a long-term ground lease, purchase, or another contractual or ownership structure. The City is open to hospitality use above ground-floor retail, and proposers may propose their own financial terms; no minimum purchase price or ground-lease rent is specified. The proposal should present a viable development concept and business plan, including proposed uses and configuration, design and placemaking, market and economic impact, financing and financial capacity, implementation schedule, operations and management, and community benefits. Respondents must also provide relevant development experience, three recent comparable project references, audited financial statements for the past three years, and proof of bonding capability for the project budget. The selected development is anticipated to be completed and operational within 24 months after shell-space turnover.
