Description
The New York State Office of Mental Health is seeking a law firm or attorney to provide outside counsel services for Article 81 guardianship matters involving patients and residents of St. Lawrence Psychiatric Center. The scope includes commencing guardianship proceedings in New York Supreme or Surrogate Courts, preparing petitions and orders to show cause, advising OMH, preparing affidavits, effecting service, appearing at hearings and conferences, and drafting or reviewing guardianship orders. Property guardianship matters involving potential civil recovery and matters requiring referral to the New York State Attorney General are excluded. The contract is anticipated to run from December 1, 2026, through November 30, 2029, with total professional fees and allowable costs capped at $149,999 unless amended. Offerors must submit hourly rates for partners, associates, and paralegals using Attachment D. The contractor must maintain required professional liability insurance and applicable licenses, and must comply with confidentiality, HIPAA, background-screening, and facility-access requirements.
