Description
The City of Orange Township is soliciting professional engineering services for FEMA Public Assistance Hurricane Ida recovery projects 1–3, 5, and 6. The scope includes document review; field verification and engineering assessment; FEMA scope reconciliation; permitting and regulatory coordination; design plans, specifications, quantity takeoffs, and probable construction costs; construction bid support; construction administration and inspection support; and FEMA closeout documentation. Projects include access roads to wells, Mills Pond spillway and geotextile repairs, Orange Reservoir Dam repairs, Well #3 electrical conduit repairs, and roadway repairs to Well House #6 in Orange, Millburn, and West Orange, New Jersey. The selected firm must independently verify FEMA project documentation, field conditions, quantities, constructability, utility conflicts, environmental and historic-preservation requirements, insurance conditions, and permit needs. Proposals must include the firm's qualifications and relevant FEMA, municipal infrastructure, roadway, water/sewer/stormwater, dam/reservoir, permitting, and construction-support experience; key personnel and resumes; project approach; references; a completed fee proposal; conflict-of-interest disclosure; proof of New Jersey professional engineering licensure; and required City procurement documents. Fees must be submitted by project and phase, generally on a lump-sum basis, with hourly rates limited to authorized additional services. Construction work itself is excluded and will be procured separately.
