Description
The City of Clinton is soliciting a contractor for regulated asbestos-containing materials demolition of the former YMCA pool building at 306 5th Avenue South. The entire structure and associated debris, except designated metal and historic salvage items, must be handled and disposed of as regulated asbestos-containing material. The work includes demolition of the commercial structure, removal of basements, crawlspaces, utility rooms, pool areas, a basement stairwell, and an elevated walkway; backfilling excavated areas; repairing damage caused by walkway removal; grading for positive drainage; and seeding the cleared site. The contractor must be licensed for regulated asbestos demolition and comply with applicable asbestos, OSHA, EPA Brownfields, Davis-Bacon, Iowa Department of Natural Resources, and Build America, Buy America requirements. The scope includes asbestos waste transportation and disposal, metal cleaning and recycling, preservation of designated YMCA symbols and blue and yellow tile, dust control, decontamination facilities, site-specific health and safety planning, environmental documentation, and certified payroll compliance. A current certificate of liability insurance, bid security, required federal certifications, and signed acknowledgment forms are required with the bid. The estimated RACM demolition cost in the ABCA is $1,068,500, but the solicitation requests a lump-sum bid and does not state a contract budget.
