Description
The U.S. Army is conducting market research for a commercially available Army Acquisition Talent Management Solution (AATMS) to replace the legacy Career Acquisition Management Portal and Career Acquisition Personnel and Position Management Information System. The solution would serve approximately 60,000 users and provide a centralized, authoritative environment for acquisition workforce profiles, certifications, career paths, development plans, training, position management, program applications, knowledge management, support cases, and supervisory workflows. The requested platform must be highly configurable, secure, scalable, and capable of integrating with Army and Department of Defense enterprise systems while migrating approximately 35,000 legacy personnel records. Requirements include CAC/PKI authentication, an active path to an Authority to Operate at DoD Cloud Computing Security Requirements Guide Impact Level 4 or higher, Section 508 compliance, automated workflows and notifications, mobile accessibility, dashboards and analytics, artificial intelligence capabilities, DevSecOps and continuous delivery, disaster recovery, auditability, and government ownership of data, configurations, workflows, and migrated records. Respondents must submit a five-page-or-less PDF response, excluding specified items, and complete Attachment 001 by exception only.
