The National Oceanic and Atmospheric Administration intends to award a sole-source, firm-fixed-price contract for operation and maintenance of the Marine Optical Buoy (MOBY), NOAA’s operational ocean color system vicarious calibration capability. The work supports Joint Polar Satellite System ocean color requirements and existing NESDIS memoranda of understanding, and must maintain metrological traceability to SI units. This is a presolicitation notice rather than a formal request for proposals. Interested responsible sources may submit a capability statement demonstrating that they can meet the MOBY system’s operational, metrological traceability, and technical requirements. Responses will be used solely to determine whether a competitive procurement should be conducted; the Government will not reimburse response-preparation costs.
