Description
The West Virginia Department of Homeland Security, Division of Administrative Services, is soliciting quotes for an open-ended contract to provide resident haircuts at a juvenile correctional facility. The facility estimates approximately 24–28 haircuts per month, performed monthly or at most biweekly, with quantities subject to increase or decrease at the superintendent’s discretion. The vendor must provide its own tools, use clippers or trimmers only because scissors are prohibited, and perform services Monday through Friday. The vendor and all barber staff must be at least 18 years old, hold valid driver’s licenses, and possess current West Virginia Board of Barber and Cosmetology licenses; license documentation must be provided with the bid response. Personnel must pass background checks, submit to facility searches, complete required PREA and other facility training, and comply with correctional-facility security procedures. Subcontracting the barber services is prohibited. The response must include the agency-provided pricing page with a flat rate per resident haircut and the required Drug-Free Workplace Conformance Affidavit.
