Description
The Troy Industrial Development Authority, Troy Local Development Corporation, and City of Troy Capital Resource Corporation are soliciting proposals for a firm or individual to serve as their appointed Chief Financial Officer and provide accounting, financial management, financial oversight, and regulatory compliance services. The scope includes maintaining QuickBooks records and general ledgers; preparing monthly, annual, budget, fund, and financial-performance reports; reconciling bank and custodial accounts; processing checks, payroll, invoices, deposits, and tax forms; supporting audits; maintaining financial policies and records; monitoring restricted funds and payment obligations; and assisting with budgets, real estate transactions, debt issuance, and cash management. The contractor must support compliance with generally accepted accounting principles, Internal Revenue Service requirements, New York State requirements, the New York State Authorities Budget Office, the Public Authorities Accountability Act, the Public Authorities Reform Act, and applicable reporting requirements for public authorities. Required services also include annual and budget reports, website-publication support, regulatory filings, and at least one annual presentation to the authorities' boards. Proposals must include a narrative response, firm qualifications and resumes, relevant experience and client references, fees and costs, conflicts-of-interest disclosures, additional information, and the completed Non-Collusive Proposal Submission Certification. The initial contract term is one year, from January 1, 2027, through December 31, 2027, with options for successive two-year extensions by mutual written consent.
