Description
The Department of Veterans Affairs is conducting market research for potential health care actuarial support services for the Veterans Health Administration. The anticipated requirement would provide actuarial consulting, analysis, modeling, projection data, and related analytical support for the Enrollee Health Care Projection Model and other models used in medical care budgeting, strategic and capital planning, workforce planning, and policy analysis. The draft requirement describes a potential five-year effort consisting of a base year and four option periods. Expected capabilities include developing and enhancing actuarial models; projecting enrollment, utilization, and health care costs; analyzing morbidity, mortality, workload, unit costs, regulatory and legislative impacts, economic conditions, health care initiatives, and demographic or geographic changes; coordinating disparate data sources; supporting SAS datasets and programming; and providing consultation and deliverables at substantial volume. Respondents are asked to submit a capability statement, business size and ownership information, applicable NAICS and PSC codes, answers to the Vendor Questions workbook, and comments on the draft objectives.
