Description

The Indian Health Service is seeking a contractor for a 100% Indian Small Business Economic Enterprise set-aside construction project at Crow/Northern Cheyenne Hospital. The scope includes expansion and reconfiguration of the Central Sterile Department; demolition and installation of architectural, mechanical, electrical, plumbing, fire-protection, and life-safety systems; restoration of areas affected by water damage; operating-room modifications for code compliance; and replacement of the existing second-floor air-handling unit with a rooftop unit, including structural, roofing, utility, controls, testing, balancing, startup, and commissioning work. The project also includes access-control, communications, medical-gas, fire-alarm, equipment-connection, infection-control, and construction-phasing requirements. The OR department will be shut down for the renovation, while work affecting occupied areas or critical hospital services must be coordinated with hospital staff. The contractor must provide separate Superintendent, Site Safety and Health Officer, and Quality Control Manager personnel, temporary toilets, required testing and inspections, commissioning services, and visitor badging for on-site personnel. Hazardous materials are not known, and no hazardous-material survey has been completed. The anticipated construction magnitude is $5 million to $10 million, with a 365-calendar-day performance period from notice to proceed, under a single firm-fixed-price contract using Lowest Price Technically Acceptable evaluation. The proposal deadline is September 9, 2026, at 5:00 p.m. Pacific Time. Amendment A00002 requires acknowledgment of all amendments in the cover letter or by submitting a signed SF30; all other terms remain unchanged.
