Description
Lancaster Township is soliciting proposals from qualified charter school operators and educational organizations for the long-term lease, rehabilitation, and operation of the former Dupont School. The selected lessee will be responsible for charter authorization and compliance, educational programming, enrollment, staffing, student transportation as applicable, school security, permits, ordinary operating expenses, and compliance with education, building, fire, health, environmental, and accessibility requirements. The proposal must address due diligence and renovation of the approximately 4.6-acre property, including the building envelope, HVAC, electrical and plumbing systems, fire and life-safety systems, accessibility, security, environmental conditions, classrooms, kitchen/cafeteria, gymnasium, parking, landscaping, and other site improvements. Proposers must provide a renovation and capital investment plan, project schedule, educational and facility plan, community access plan, lease and financial proposal, five-year financial projections, financial capacity documentation, qualifications, references, legal and regulatory disclosures, and a signed proposal certification. The final lease terms, insurance requirements, financial security, community-use provisions, and ownership of improvements will be negotiated and remain subject to Township approval.
