Description

The University of Tennessee System is soliciting proposals for a public-private partnership to modernize, finance, construct, operate, maintain, and manage energy and utility infrastructure at the University of Tennessee Health Science Center campus. The anticipated scope includes central and regional heating and cooling plants, thermal distribution systems, building HVAC and controls, metering, electrical and related utility equipment, replacement of aging assets, redundancy and reliability improvements, and potential infrastructure serving a new approximately 275,000-square-foot College of Medicine Interdisciplinary Building. The project is intended to address deferred maintenance, improve reliability and efficiency, transfer operational risk, and preserve the University's capital and balance-sheet capacity. The procurement uses a phased process: Step 1 qualifications, experience, and initial approach; Step 2 detailed project concept, budget, and operating plan for down-selected teams; and Step 3 negotiations and Best and Final Offers. The selected partner is expected to provide design, development, financing, construction, commissioning, training, operations and maintenance, asset management, lifecycle reinvestment, staffing, performance measurement, and proposed partnership terms. The University anticipates a negotiated long-term partnership, likely not exceeding 30 years, with availability-payment-like compensation and potential pre-development, ground or equipment lease, development, operations, and asset-management agreements.
