Description

The Milwaukee Metropolitan Sewerage District is soliciting proposals from qualified engineering consulting firms for design and related services for electrical distribution system equipment replacements at the Jones Island Water Reclamation Facility. The scope includes replacement or evaluation of medium-voltage switchgear, the Dewey substation, switchboards, nine motor control centers, a mimic/control panel, fire alarm systems, LED lighting, HVAC systems, building automation controls, backup batteries and chargers, and related electrical, mechanical, structural, instrumentation, and control work. The consultant will evaluate alternatives, power factor correction, capacity increases, equipment preselection, Build America Buy America compliance, constructability, life-cycle costs, and operational impacts while the plant remains operational 24/7. Addendum No. 3 specifically adds design for replacement of the GE bus duct serving Feeder 6 between the Power House Switchgear and GE No. 1, including identification of the required conductor and conduit sizes and removal and replacement with conductor and conduit. The replacement must be designed to provide at least 30 years of reliable service. The GE bus duct is located in the Power House, was installed in 1974, and is associated with Construction Contract J06105C01. Services also include preparation of two construction contract packages, bid and award support, engineering services during construction, record drawings, O&M manual updates, operator and maintenance training, startup planning, applications engineering, PLC/HMI/Historian programming, and functional acceptance testing. The contract includes a $20,000 applications-engineering-support allowance for each construction contract and a budget range of $1,930,000 to $2,250,000. Proposals must address project personnel, qualifications, approach, schedule, level of effort, SBE participation, local office preference, RISE intern utilization, resumes, non-discrimination and EEO forms, and compensation.
