Description
The City of Albany is seeking qualified governmental affairs and lobbying firms to provide strategic advocacy and representation before the Oregon State Legislature, Oregon state agencies, the United States Congress, federal agencies, and other governmental entities. Proposers may submit for the state component, the federal component, or both, and the City may award separate or combined contracts. The scope includes legislative and policy monitoring; analysis of legislation, administrative rules, budgets, and funding opportunities; advocacy strategy and direct representation; legislative priority development; relationship and coalition building; state and federal funding and appropriations advocacy; meeting and hearing support; rapid-response assistance; legislative tracking; regular reports and briefings; and preparation of testimony, talking points, correspondence, and other advocacy materials. The initial contract term is two years, with options for two additional two-year terms.
