Description
The City of Charles Town is seeking a consultant to conduct a professional, thorough, and objective recruitment process for a new City Manager. The scope includes developing candidate and position profiles and recruitment advertisements; creating and executing a comprehensive outreach plan using print, web, social media, networking, and targeted calls; managing candidate communications; reviewing and screening applications; conducting initial interviews; and preparing confidential reports on finalist candidates. The consultant will advise the Personnel Committee and City Council on candidate qualifications, interview strategies, questions, and evaluation tools; schedule and potentially facilitate interviews; assist with finalist selection and employment contract negotiations; provide at least biweekly progress reports; maintain correspondence and records; and prepare a final written summary of the search. Screening is expected to include references, background, criminal, credit, and media checks. The City expects a collaborative process with meaningful input into candidate profiles, recruitment materials, interview questions, and selection activities.
