Description
The Brookings Regional Growth Alliance seeks a consultant to update and expand the region’s prior housing study. The base study covers Brookings County and its incorporated communities, analyzing demographic and economic trends, housing supply and affordability, rental and ownership markets, projected demand, and gaps by housing type, tenure, and income. It must also assess land, infrastructure, regulatory and financing barriers, and recommend housing strategies and investment priorities. GIS-based maps are required. Required work includes a regional public survey, stakeholder interviews or listening sessions, presentations of preliminary and final findings, a public-facing report, a technical appendix, an executive summary, presentation materials, and five bound copies of the final report. Proposers must provide qualifications and comparable experience, team information, methodology and work plan, at least three references, at least two work samples, a proposed schedule, and a not-to-exceed price for the base scope. Separate pricing is requested for optional community-specific deep-dive profiles. Subcontracting is permitted for disclosed discrete tasks.
