Description
The City of Brookings is soliciting proposals from qualified firms or individuals to lease and operate University Plains Speedway, a kart-racing facility. The selected lessee will manage race scheduling, registration, race-day operations, track marshal services, pit and paddock coordination, racer and spectator services, facility access, marketing, and related operational policies. The scope also includes mowing, solid-waste removal, general maintenance, environmental stewardship, customer service, financial and revenue tracking, monthly reporting, annual financial reporting when required, and coordination with the City. Respondents must provide organizational and staffing information, relevant kart-racing or similar venue experience, financial capability information, a three-year pro forma, capital-improvement commitments, marketing plans, revenue-growth strategies, litigation disclosures, references, and past-performance information. The lease is anticipated to begin operations in May 2027 and has a five-year proposed lease-payment schedule. A $1,000,000 performance bond and specified insurance coverages are required under the lease requirements.
