Description
The Port Authority of New York and New Jersey is soliciting sealed electronic bids for Contract LGA-124.881, involving rehabilitation of Taxilane 0 and nearby areas at LaGuardia Airport. The work includes milling, excavation, full-depth and mill-and-overlay asphalt paving, pavement markings, drainage improvements, aircraft-rated manhole and catch-basin work, diversion manholes, manufactured stormwater treatment devices, dewatering, soil disposal, erosion and sediment controls, construction staging, and related airport construction activities. The project may be federally funded and includes FAA Buy American, federal civil-rights, environmental, and stormwater requirements. The estimated contract value is $5 million to $10 million. The contract provides 596 calendar days to final completion, with liquidated damages of $3,000 per calendar day. Bidders must demonstrate at least two comparable prime or general-contractor airport Air Operations Area contracts completed or substantially completed within the past 10 years. The full-time project manager and superintendent must each have at least five years of comparable construction experience in operating airport environments and active AOAs. The contractor must self-perform at least 25% of the total contract cost. A 5% bid bond is required; performance and payment bonds may be required before award. The bidder-questions response clarifies that excavation under Item P-101-5.3 will be measured in cubic yards and that the quantity for aircraft-rated manhole frames and covers under Item D-751-5.1 will be revised to eight each by addendum.
