Description
Educational Options Foundation is soliciting proposals for Category One Internet access and data transmission services for up to 16 service connections, with requested bandwidth pricing from 10 Mbps through 1 Gbps. Proposals may use fiber, coaxial, wireless, satellite, DSL, copper, or other transmission media and must identify eligible and ineligible costs separately, including recurring service, installation, activation, special construction, network equipment, software, maintenance, taxes, and fees. The scope includes direct handoff to the owner's local area network, installation and initial configuration, construction activities such as trenching, boring, conduit and fiber installation, testing and acceptance, outage reporting, basic technical support without additional service fees, and a service-level agreement. Vendors must be registered with USAC, provide a valid SPIN, comply with E-Rate requirements, support applicable invoicing methodologies, and submit the attached E-Rate Service Provider Bid Response Form. Equipment or services prohibited under FCC national-security supply-chain rules will be disqualified. The solicitation states that contracts are contingent on E-Rate funding and that price is the most heavily weighted evaluation factor.
