The Nez Perce Tribe is soliciting a construction contractor for the TA 369B Sweetwater Bridge and Stream Project. The scope includes removing the existing bridge and installing a new 65-foot prestressed slab-girder bridge on steel H-pile foundations; realigning and restoring Sweetwater Creek and its riparian area; constructing streambeds, side channels, floodplain fill, large woody material structures, and scour countermeasures; completing roadway, drainage, paving, guardrail, traffic-control, erosion-control, and revegetation work; and decommissioning, restoring, and rebuilding two private driveways. Offerors must submit pricing for four options that vary by construction phasing and whether specified trees, shrubs, and woody-debris materials are furnished by the Tribe. Technical proposals are required and are more important than price; they must address qualifications and past performance, experience, key personnel, technical approach, water and turbidity management, equipment, sequencing, and a production schedule. The contractor must furnish labor, equipment, supervision, transportation, materials not designated as furnished, and incidentals; comply with applicable environmental, Davis-Bacon, Buy America, traffic-control, and Idaho licensing requirements; and provide a spill plan, dewatering and erosion controls, fish-friendly hydraulic fluids, and required construction records. A 20 percent bid guarantee is required, and successful bidders must provide performance and payment bonds equal to 100 percent of the original contract price.
