Description
The City of Kalispell is soliciting Statements of Qualifications from professional service firms to perform comprehensive water and wastewater revenue-requirement, cost-of-service, and rate studies; update water and wastewater impact fees; and develop or update a stormwater impact fee. The work includes financial and cost-allocation analysis, rate and fee alternatives, evaluation of wastewater treatment charges and high-strength surcharges, growth-related capital-cost allocation, legally supportable methodologies, and implementation recommendations. The selected consultant will provide updateable financial and impact-fee models, calculation workbooks, technical memoranda, draft and final study reports, recommended rate and fee schedules, implementation summaries, staff training, and presentations or technical support for City staff, the Impact Fee Advisory Committee, City Council, and public meetings. The SOQ must include a one-page cover letter and a maximum 15 pages addressing the selection criteria; resumes, a table of contents, and section dividers are excluded from that limit. The SOQ must be uploaded electronically through QuestCDN vBid by 5:00 p.m. Mountain Time on November 13, 2026.
