Description
Los Angeles County Internal Services Department is issuing a Request for Statement of Qualifications (RFSQ) for a Master Agreement for Energy Services. The agreement covers three categories: Solar (minimum 4 commercial solar installations, including rooftop and carport, with at least 1 in SCE territory), Energy Storage (minimum 3 commercial installations of at least 50 kWh total), and Microgrid (requires solar and energy storage qualifications plus 2 microgrid projects within 3 years and certification for microgrid controls). The master agreement term is 8 years, with individual work orders expected to last 20-25 years under Power Purchase Agreements. Vendors must meet minimum qualifications including 5 years of experience in the last 7 years. Insurance requirements include general liability ($5M per occurrence), auto liability ($2M), and workers' compensation. The contract includes local small business, social enterprise, and disabled veteran business enterprise preference programs.
