Description
The Military Sealift Command is soliciting a fixed-price time charter with reimbursable elements for one U.S.- or foreign-flagged vessel, to be reflagged U.S. prior to delivery, to tow a passive acoustic monitoring system in support of U.S. Navy operations. The vessel must tow at 4–6 knots, 24 hours per day, for events of up to 45 days; maintain a directed heading within 5 degrees for extended periods at slow speed; and support worldwide operations in all ocean basins from the Arctic to the Antarctic during seasonally ice-free, navigable periods. It must comply with Category C of the IMO Polar Code for open-water polar transits and be capable of surviving encounters with young open ice under ABS Ice Class D0 requirements. The contract includes a one-year base period, three one-year option periods, and one 11-month option period. The requirement is mission-essential and includes reimbursable elements, vessel charter hire, crew requirements, technical submissions, pricing data, and a mission-essential contractor services plan. Amendment 0007 updates the solicitation and extends the offer deadline to October 22, 2026, at 1:00 p.m. EDT.
