Description
The contractor must provide an ordained Catholic priest at the Tomah VA Medical Center weekly to conduct one Catholic Mass for Catholic veterans and address identified sacramental needs, including Holy Communion, Reconciliation, and Last Rites. The contractor must also provide emergency, on-call end-of-life Catholic ministry for actively dying veterans when requested by the chaplain, limited to no more than five visits every 12 months. Sacramental ministry may not exceed three hours on any one day, and the contractor may not chart or access veterans' electronic health records. The priest must possess an ecclesiastical endorsement from the official national endorsing authority of the Catholic faith group, have appropriate Catholic religious training, be proficient in written and spoken English, and have experience in a VA or other hospital setting. The contract is a firm-fixed-price service contract with a base period from March 1, 2027, through February 29, 2028, plus four one-year option periods. Quotes must include completed SF 1449 information, pricing for all base and option line items, technical capability information, relevant experience, and the required limitations-on-subcontracting certification.
