Description
The U.S. Department of Agriculture's Agricultural Research Service requires firm-fixed-price services to safely remove, evaluate or characterize as necessary, package, transport, and dispose of three compressed gas cylinders with unknown contents. The contractor must provide all labor, supervision, equipment, personal protective equipment, materials, permits, transportation, and technical expertise; safely address corroded or stuck cylinder caps and inaccessible valves; and comply with applicable federal, state, and local requirements, including EPA, Department of Transportation, OSHA, and Hawaii regulations. The cylinders must be transported to an authorized treatment, recycling, or disposal facility. Required deliverables include removal of all three cylinders, disposal documentation from an authorized facility, and applicable transportation documentation. Work must be completed within 60 calendar days after receipt of the Notice to Proceed. Quotations must include pricing for the single schedule item and sufficient information to demonstrate technical acceptability; the Government will evaluate using a lowest-price-technically-acceptable approach with past-performance review.
