The Delaware Department of Natural Resources and Environmental Control (DNREC) has issued a draft National Pollutant Discharge Elimination System (NPDES) Pesticide General Permit (PGP) for point source discharges from the application of pesticides to waters of the state. The permit covers four use patterns: mosquito and other flying insect pest control, weed and algae pest control, animal pest control, and forest canopy pest control. Operators exceeding annual treatment thresholds must submit a Notice of Intent (NOI) and develop a Pesticide Discharge Management Plan (PDMP). The permit includes requirements for best management practices, recordkeeping, annual reporting, and corrective actions for adverse incidents. The public comment period is open, and comments may be submitted to DNREC.
