Description
The Department of Veterans Affairs is soliciting an SDVOSB contractor to design, furnish, install, connect, test, commission, and document four replacement domestic hot water generator systems serving a VA medical center. The revised scope requires steam-to-water double-wall heat exchangers or approved equals, associated storage and recirculation equipment, steam pressure-reducing and condensate accessories, controls and instrumentation, BAS/ECC integration, emergency-power connections, seismic restraints, concrete equipment pads, piping modifications, flushing and disinfection, thermal-eradication capability, as-built drawings, operation and maintenance manuals, commissioning documentation, and facility training. The contractor may phase the work to maintain domestic hot water service, must remove and dispose of the existing equipment, and must coordinate shutdowns, escorts, infection-control requirements, and after-hours tie-ins. The contract includes a 120-calendar-day base construction period and one year of guarantee-period inspection and maintenance services, which must be performed by the original installer. Proposals will be evaluated using a best-value tradeoff among technically acceptable offers. Required technical submissions address relevant hospital hot-water construction past performance, similar technical construction experience, key personnel, proposed manufacturer/supplier/installer or subcontractor qualifications, and a contractor safety plan. The solicitation also requires pricing for the base construction and guarantee-period services, a self-performance/subcontracting cost breakdown, and compliance with SDVOSB limitations on subcontracting.
