The U.S. Air Force intends to award this requirement on a sole-source basis to M.C. Dean, Inc. for a comprehensive security management system at Joint Base Andrews. The scope includes high-definition cameras, PIV-class card readers, servers, server software, licenses, and procurement, installation, and integration with the facility’s existing proprietary intrusion detection system. All equipment and integration services must comply with applicable Air Force physical security standards, Integrated Base Defense Security System guidelines, Department of Defense Joint Services Interior Security Commission certifications, and USAF Protection Level 1 non-nuclear security certifications. The notice states that the required components and services must be compatible with the existing head-end software and network backbone. This is a special notice and not a request for proposals; vendors may submit written substantiating information only if they believe they can provide a competitive alternative.
