Description
Davidson County is soliciting comprehensive professional advisory services to overhaul its decentralized grant administration, management, and regulatory compliance infrastructure across more than 20 internal departments and associated funding streams. The selected firm will provide discovery, inventory, baseline data aggregation, organizational design, staffing metrics, technology assessment, and long-term implementation support, with an emphasis on building internal capacity and transitioning compliance responsibilities to designated monitoring staff. The engagement involves sensitive information within the Departments of Social Services and Public Health. Data-gathering methods must comply with HIPAA, red-flag privacy rules, applicable local public-records exemptions, and the requirement that proprietary or citizen-identifying data remain within the organization's secure network environment. Pages 21–34 must be signed and/or notarized and returned with the response.
