PASCO PUBLIC FACILITIES DISTRICT REQUEST FOR PROPOSALS FOR EXECUTIVE DIRECTOR SERVICES The Pasco Public Facilities District (PPFD) is soliciting proposals from qualified firms or individuals to provide Executive Director services for the PPFD. The complete RFP and full scope of work can be obtained on the City of Pasco's website at https://www.pasco-wa.gov/Bids.aspx beginning Monday, September 28, at 10:00 a.m. It is the sole responsibility of the responding party to obtain any RFP updates or addenda from the City's website. Responses shall be submitted electronically. One electronic copy, including attachments, shall be transmitted to Matt Watkins, Executive Director, at pfd-watkins@pasco-wa.gov. Email Subject shall be: 'RFP – PPFD EXECUTIVE DIRECTOR SERVICES' with a maximum size of 20 MB. The due date is Wednesday, October 21, 2026, no later than 2:00 p.m. Technical questions regarding the scope of this project should be put in writing and directed to Matt Watkins at pfd-watkins@pasco-wa.gov no less than three (3) working days prior to the time that submittals are due. Description

The Pasco Public Facilities District is soliciting proposals from qualified firms or individuals to provide comprehensive executive director services. The selected provider will serve as the PPFD's chief executive and administrative officer, report to the Board of Directors, implement Board policies and strategic direction, oversee finances and contractors, administer contracts, prepare Board materials and financial reports, support audits, and recommend policies, operational improvements, capital improvements, and long-term facility plans. The scope includes oversight of the City of Pasco's agreement for operation and maintenance of the Pasco Aquatic Center, completion of the facility's slide tower, planning for a second phase, management of design and construction-related contracts, and development of partnerships, grants, sponsorships, programming, and economic-development opportunities. Evening and weekend meetings and events are regularly required, with a combination of office and field work and occasional travel. Proposals are limited to 20 pages, subject to specified formatting requirements, and must address qualifications, experience and references, fee structure, understanding and approach, and proposal organization.
