Description
The Department of Veterans Affairs is soliciting a fully serviced build-to-suit lease for a new outpatient clinic in Katy, Texas. The requirement is for approximately 149,010 to 175,306 ANSI/BOMA Occupant Area square feet, not exceeding 197,219 rentable square feet, with 1,000 dedicated surface parking spaces. The lease must include pricing for both a 15-year firm term and a 20-year firm term, and substantial completion is anticipated within 35 months after award. The solicitation is set aside for eligible Service-Disabled Veteran-Owned Small Businesses. The scope includes design, construction, tenant improvements, utilities, janitorial services, building operations, preventive maintenance, landscaping, waste and recycling services, emergency response, and long-term facility maintenance. The clinic must accommodate primary and specialty care, mental health, pharmacy, radiology, MRI, pathology and laboratory services, physical medicine and rehabilitation, prosthetics, police services, logistics, telecommunications, data-center functions, and other support areas. Requirements include Facility Security Level II protections, access control, video surveillance, intrusion detection, duress alarms, medical and information-technology systems, healthcare-grade HVAC and plumbing, standby power, fire protection, accessibility, energy and sustainability compliance, and detailed architectural, engineering, environmental, financial, past-performance, and project-management submissions. The stated tenant-improvement allowance is $54,696,650.
