Description
Genesee County seeks a qualified legal services provider to deliver civil legal advice, brief services, advocacy, and representation to residents age 60 and over under Title III-B of the Older Americans Act. Covered matters include powers of attorney, health care proxies and living wills, Medicaid and other public-benefit matters, landlord-tenant issues, bankruptcy, scams and fraud, and other non-fee-generating civil legal issues. Criminal defense, most fee-generating cases, and conservatorship filings are excluded. Services must be delivered by a New York-licensed attorney or a paralegal under an attorney’s direct supervision, and include advice, document review and drafting, administrative hearing and appropriate court representation, referrals, language access, coordination, reporting, and two community presentations per contract year. Services are to be provided at the Office for the Aging at least monthly, in homebound clients’ homes, at institutional care facilities as appropriate, by phone when appropriate, and at other community locations as needed. The contract term is January 1 through December 31, 2027, with up to three additional one-year renewals by mutual written consent. Annual invoices may not exceed $25,000. Proposals must include an hourly fee for attorney and paralegal services and an outline of the proposed fee structure. Evaluation includes experience, service-delivery plan, accessibility, rates and value, staff qualifications, quality assurance, and past performance.
