The City of Port Arthur is soliciting qualifications from professional engineering firms to provide electrical engineering and design, project management, field service, troubleshooting, repair and maintenance management, emergency response, and related support for its Water Utilities and Water Treatment Plant. Required capabilities include experience with medium- and low-voltage systems, switchgear, motor controls, transformers, automation systems, and related equipment; on-site response by a licensed professional engineer or master electrician within one hour for emergencies; and the ability to acquire auxiliary diesel generators and critical electrical components on short notice. The selected firm must also be able to develop equipment and material specifications, coordinate qualified subcontractor services for electrical installation and programmable logic controller automation, work with utility and regulatory agencies, develop quality assurance and quality control programs, and provide or revise drawings in PDF and AutoCAD formats. Responses are limited to 50 pages excluding resumes and must address firm and team qualifications, relevant experience with water treatment plant systems, emergency-response capabilities, and plans to utilize Port Arthur businesses. Evaluation will consider experience, knowledge of the Port Arthur Water Treatment Plant, engineering/design and field-service capabilities, emergency-response capabilities, and Port Arthur business participation.
