The Pennsylvania Department of Transportation (PennDOT) is soliciting suppliers to submit qualifications for its Rented Equipment Invitation to Qualify (ITQ) through the eProcurement website. Qualified suppliers will be eligible to respond to Requests for Quotes (RFQs) for various types of rental equipment, with or without operators, in identified counties. The ITQ process is designed to pre-qualify contractors for equipment rental needs. Suppliers must register on the eProcurement website and complete an ITQ proposal, which includes selecting service categories, specific equipment (referred to as Technicals), and counties of interest. The system will then use this information to determine eligibility for RFQs. The initial enrollment period was from December 1, 2016, to February 1, 2017. Open enrollment began on April 3, 2017, and will continue until June 30, 2027. During open enrollment, new contractors can apply, and existing contractors can update their profiles to add equipment or counties. The process for application evaluation and contract execution is estimated to take 30-60 business days.
